Backing of a disabled Train.(Rule 9.13)
Ø
No
train shall be backed against the direction of traffic in automatic area except
in an emergency.
Ø
When
the train cannot proceed further and the LP finds it absolutely necessary to
back the train the following procedure shall be adhered.
Ø
LP
shall contact the section controller through the Traction power controller
(TPC) over the field telephone and apprise him of the need to back the train.
Ø
The
section controller shall contact SM of the rear station and get an assurance
from him that no train is allowed in rear of the train which is going to be
backed.
Ø
He
shall then issue a numbered message supported with PN to the SM of the rear
station.
Ø
SM
shall acknowledge the message with a PN.
Ø
Now
the controller shall issue a numbered message supported with PN to the LP duly
authorising him to back the train.
Ø
LP
shall record the message including PN in his rough Journal Book which shall be
counter signed by the guard.
Ø
All
the rules related to Engine pushing shall be followed. Guard shall travel in
the leading BV continuously exhibiting PHS; LP shall keep a sharp lookout in
the front and continuously observe the PHS. In the absence of PHS the LP shall
stop the train. Before passing a level- crossing, both guard and LP shall
ensure that the gates are closed against road traffic.
Ø
Speed
of the train shall be restricted to 10 kmph.
Ø
On
approaching the station in rear LP shall stop the train at the foot of the home
signal in the case of Single Line and opposite to the Semiautomatic/manual
signal of the other line in case of Double Line.
Ø
SM
shall arrange to receive the train on signals in the former case and by piloting
in the latter case.
Ø
In
case following trains have already entered in to the Block section behind the
disabled train, the rearmost train shall be brought back to the station first
and the next train subsequently. Each
train shall have the specific authorisation from the controller and shall be
moved as mentioned above.
Ø
If
the LP is unable to contact the controller on the field telephone he shall
depute the ALP/Guard with a message to the station in rear or in advance so
that the information is conveyed by the quickest means.
Ø
If
control working has failed SM in rear shall authorise the movement of trains up
to his station against the direction of traffic after advising the SM at the
other end.
Ø
All
messages despatched to the LP shall have the signature of the SM in rear with
station stamp.
Ø
If
the place of stoppage is nearer to the station in advance messages between the LP
and the SM in rear shall be communicated through the SM of the station in
advance.
Ø
In
such case SM of the station in advance shall advise SM in rear about the
backing.
Ø
After
getting a confirmation to the effect that the block section in rear is free
from obstruction supported with PN, SM of the station in advance shall prepare
a written authorisation supported with PN under his signature and station stamp
and send the same to the LP through the ALP/Guard.
